I really appreciate all the help...I was wondering if turning the heater on without opening the taps could cause it to overheat and pop the fusible plug. If that is likely i may get away with a new plug and filling the system properly before turning on.

It was definitely drained as it is stored in a barn and plug was left out. I can see the water coming from the fusible plug when the cover is off.
