15ish years ago, a chap was selling similar at the caravan show each year. In the hot sheds, he had a few pointing at the crowds. Good for sales which were around £200.
Simple idea but quite good, and at that price a bit of a steal.

True, but it will cool if, for example, it's placed on a caravan front table or bedside shelf. At £16 I'm not expecting it to act as aircon.At 5v and just 7 watts it's not going cause any frostbite!

Added damp for the caravan I suppose🤔 I thought of getting one but will pass now,. Thanks for the heads up👍They have been around for a very long time as my friend imported a container load. They worked by having a cloth that was on two rollers. As the rollers turned the cloth would go into the water tank. As it came up the fan behind would blow onto the wet cloth giving the sensation that it was cooling the area. Unfortunately it also created high humidity so on a very hot day it was unpleasant to use.
There was not that much discernable moisture, great for the wife's COPD.Buckman is spot on. But a bit of extra humidity is not a bad thing and can aid breathing for some people. But too much will settle on surfaces.

I asked because many years ago way back in the mists of time, one of our class mates had to move inland away from the sea to a drier area due to her asthma condition. The issue with the young lady was over 60 years ago before medical advances on asthma so the advice is a bit late?With regards any medical concerns, best seek advice from appropriate professionals. The higher salt and or other sea related materials might be have been the issue rather than the humidity itself.
