I used to work in the travel industustry and the savings you usually get nearer the time of your holiday nearly always worked out more than if you booked your holiday when the prices 1st came out.
I have proven this on my holdiay for 2009, I am travelling at the same time as I did this year, but I have recieved an extra 3 nights and it's costing me less than I paid this year.

Booked is when you usually get a reference number, pre-booked is not confirmed because it is still an enquire, when it becomes available I confirm that I am happy with the times etc.
they will give me a booking number. (In most cases with an enquiry you do not put a deposit down)
