The vast majority of battery driven analog clocks utilise quartz regulated movements, and often clocks without second hands still have the drive mechanism for the second hand but just don't fit the hand itself, so they are still likely to tick every second.
Even those that genuinely don't have the second drive will often click when the minute hand moves usually every 10 or 15 seconds.
I have seen some quartz regulated wall clocks that do have a true swept second hand, but I have no idea where they came from.
Have you considered a digital clock?
