First and foremost is what exactly happened when you say they dismantled the dual gas changeover? Did they just do it without asking you?
If they just removed it without asking you , they are totally in the wrong and should be made to put it back , they have NO RIGHT to simply remove ANY item without consulting you first and getting your permission.
It is NOT a mandatory requirement to change gas regulators or changeover valves at a certain time (Normally 10 years) but it is a recommendation, which you can choose to go with or not.

Secondly, it depends what rating the old unit had for your van.
If it was originally a bulkhead mounted regulator then it would be 30mB, but if you had cylinder mounted regulator(s) then they would be 28mB for Butane and 37mB for propane.

You can only replace with the same rating as originally fitted

I say dismantled it was actually disconnected and left lose in the front locker. This was done Without consulting myself or my wife. The old system had regulators on the cylinders so due to the difference in pressure can I reinstate the manual bottle switch with regulators on the bottles?

As the old unit has been taken off, and is presumably over 10 years old, it may be worth considering a new changeover tap just to be on the safe side.
One like this would do:
http://www.gaslowdirect.com/epages/cyujrhdmmu67.sf/en_GB/?ObjectPath=/Shops/cyujrhdmmu67/Products/01-5050

At least you would know it is safe and not likely to cause any problems and for around £27 must be worth it.

I would also replace the gas hoses from the cylinder regulators to the changeover tap.

Seems to me they maybe referring to the unknown age of the fixed rubber hose between the pair of bottle mounted regulators being 'out of date'?
Never have I come across the need to condemn a regulator out of hand for it's age, only if it does not check out to work correctly
