Unfortunate for the guy concerned but it is not true to call North Devon motorhome unfriendly as they do publicise Here the fact that motorhomes can use all coach & lorry parks and can use car parks if they can fit in a single bay and are under 3.5 tonnes.
Note also the words "please check the terms and conditions on display at each car park" - good advice for all of us, wherever we are, to be sure of avoiding a fine.
A majority of councils now publish information about parking for motorhomes on their web sites and all will advise if contacted.

I contacted North Devon council earlier today to see about opening discussions about better provision for motorhomes. Don't know what will result at this early stage but we shall see.
I did, however, receive the following information pertinent to the story which this thread came from: "Incidentally, to clarify, just at the top of Hillsborough car park (just a
few metres away in fact) is a specific coach park, where motorhomes can and
often do park. It's not just for vehicles over 3,500kg, but for any oversized
vehicles - as is displayed on the ground upon entering the car park and on
signage."

The North Devon parking order requires that vehicles which are under 3500 Kg and able to fit into a normal parking bay can use any car park unless there are other specific exceptions. Motorhomes that do not meet those limitations (in plain English oversized) can be parked in any of the coach and lorry parks.
The council provides clear details for motorhome parking Here.
