I will assume you have a Carver Cascade Mk2 water heater. (Insulated tank in a bedding locker that looks like a fire extinguisher on its side) The problem is almost certainly that the cold water inlet None Return Valve (NRV)on the heater has jammed. The NRV will need to be removed to either repair of replace it.
Make sure the water is tured off and the system drained down.
As you look at the water heater from inside the caravan you will see the cold water pipe (Usually coloured blue) leading to the bottom of the heater casting. The white plastic fitting is the NRV, and this is screwed into the casting.
Remove it and decide if you want to try and repair it or replace it.
Replace the components adn you should have a working heater and hot water supply.
This happens when teh water is not completely drained out over winter. Any water left in teh system collects at the valve (Being the lowest point in most caravans). If teh temperature drops low enough, the water freezes and as the ice forms it pushes the essential 'O' ring seal out of position and jamms it in th valve.
To prevent it happening each year, you must ensure the water is fully drained out of the heater and pipework.
