There are firms that will do inspections - the AA and RAC are well-known firms that will do so, but also independent firms such as Dekra (see https://www.dekra-expert.co.uk/vehicle.inspections/national.vehicle.inspections.uk/motorhome.inspection). However, none of these will do habitation-area inspections (gas systems, 12V leisure system, 240V mains system).
That means your best hope lies with a caravan/motorhome mobile service engineer. You can find one on www.mobilecaravanengineers.co.uk and there is one in Exeter who will do pre-purchase inspections (contact Martin Little, ISCA Mobile Caravan Servicing - 07770 720680, www.iscamcs.com).
However, not all mobile caravan service engineers will be able to check the vehicle's systems - you might have to bit the bullet and order two: one from Dekra or similar for the vehicle, and one from a caravan service engineer for the habitation area.
Good luck!
