Have you tried pairing the handset as per book?
When you push the power on button twice you should hear a relay click in, inside the electronics box.

As you have done all the things you can to try and get it to work, and it does with the cable in, then it would appear that the transmitter has failed and a new remote is required.

Rob, I copied these instructions from another forum some time ago - I think they are somewhat different to the book's instructions, and worth a try;
Reich; Switch On at isolator, and hold down the reset button on the control panel. With the handset Off (no light on it), press the On/Off switch on the handset 3 times in quick succession - the control box red light will flash, release the reset button on the control panel, and you're done.
If it fails, switch off the isolator switch for 2 mins and try again.

Hope this does the trick.

Mine is a very old Reich and the instructions included below had a a vital bit missing (instruction 4). I found if you were a bit slow it wouldn't synchronise.
It can also take a couple of tries.

1 ensure rollers are off the wheels
2 ensure handset is turned off
3 Turn on/off key to the on position
4 Do NOT ALLOW A DELAY OF MORE THAN 4 SECONDS when doing steps 5 - 7
5 Press small red button next to the aerial in the electrical control box.
6 WHILST KEEPING RED BUTTON PRESSED double click the on/off button on the handset to the on position, you should hear a click.
7 Click the on/off button once to turn the handset off, release pressure on the red button.
8 double click the on/off button on the handset to turn ON. You should hear a click and the red light on the handset should be on which indicates tune complete. Test with rollers away from the tyres.

The isolating switch should look like this;

(You might have to Copy & Paste).
It's usually positioned inside the battery locker, but may be under the settee. If you follow the "live" feed from the battery, you will come to it. However, you might not have one, and this may well be the case since you can still operate the rollers with the cable. If not, the power will obviously be "On", so just carry on with the next activity.

when i had my mover fitted it didn't have a key.
After reading posts about movers operating through some sort of interference, my dealer fitted one FOC.
Still if your battery is like mine it will have quick release clamps, just make sure the mains is off, and the caravan 12v isolated.
