Above is a pic of a storm strap I was given and I've been assured it's complete? One peg, one spring,strap and a loop thingy.

Is this ment to be used for strapping one side,, and I need its partner or is there a spring and peg missing?

It was well wrapped when I opened it.

Then how do you fit it, I've had it a number of years.

Looks like mine is missing a ground anchor. Although if I remember right the package was sealed when I opened it.

From the Quest info
it appears the shorter webbing (1.5 mts?) should have 1 D ring one ned and 2 D rings the other . From your photo your short piece has one D ring missing? If you have a stout rock peg then that should suffice, in any case ensure that the pegs / anchors are angles as per the link. As the anchor is designed to retain the spring then attach it to the ring on the long webbing - pass the webbing over the front of the roof of the awning. Peg the short length then use the 2 D rings like a trouser belt buckle to link the two lengths together and pull until reasonably taut.
How does that sound?

Spot on. The short webbing does have a single and double D rings, not shown on pic.

So it was sold with only one anchor then.

The "anchors" as you call them are anything but sturdy. Appearances are deceptive. They easily disform when hammered into the ground.
Frankly you are better off with a good stout rock peg or similar. It's still possible to fix the spring you'll discover.
