From the beginning of March, Swift and HAL made some significant changes to the way Locate was setup and activated.
The dealer should have made it clear there was an activation fee, which is the cost of registering the SIM to the mobile phone network (unfortunately, this fee is controlled by the mobile phone operators, so there is very little Swift, HAL or your dealer can do, other than negotiate the cost).
The biggest change, since March, was that dealers can take the activation payment (or even pay for the fee themselves, if they so wish) or the customer can make the payment. Newer units also have a "dealer mode", which offers limited protection, until the unit was fully activated for / by the customer.
I don't wish to sound like I am blaming the dealers, each dealer wants to handle their customers in different ways, but Swift / HAL have made it as easy as possible for the dealer / customer to choose who should pay for the fee and who should activate the unit, and even whether they wanted the HAL Locate system at all.
