Last week i noticed the tax disc holder on the car had dropped off the windscreen due to the condensation etc , so i thought oh well , according to what i understand from 1st of october theres no need to display it anymore . My wife is registered disabled so has a blue badge and is exempt from road tax . After shopping last monday morning we got back to the car and we had a penalty notice on the windscreen , the charge was for not displaying a parking ticket ,now in this car park there is no charge for anyone displaying a blue badge and exempt from road tax , i sent the parking admin section an e mail + photos of both items stating that we had infact displayed the blue badge but i had removed the tax disc because i understood from 1st oct there was no need to display it anymore , ive received a letter from them this morning saying my case is on hold untill they make a decision . OK now i realise the warden would see the blue badge and i know that without the disc theres no proof on the car saying tax exempt , surely these people have the same means as the police to check these things saving all this bother , so if tax exempt should we carry on displaying the tax disc even when its out of date , because we aint getting another one . :dry:

We have been on car parks like this. Parking is free to Blue Badge Holders but you "must" obtain a parking ticket from the machine, otherwise you will receive an invoice for for parking - they cant fine you. Personally I cant see the point, if they want an arrival time you merely display the bb time disc
You are correct - there is no longer a need to display road fund licence discs. The cars was renewed last month and the email from the DVLA was very clear on the requirement to display no longer applied

Hi Roli We are in same position, although have not received a ticket. It is a problem that will only increase unfortunately. The subject has been raised on the Carer UK website but as with many changes in Law, they are rushed & not fully thought through to ensure all implications are addressed. How long will it take for those car parks where it states that it is a RFL exempt Disabled Tax Disc is required over & above the Blue Badge. In my opinion I see local authorities may take the easy option & remove the "free" or "extended period" parking, as the only (current) alternative would be to give all traffic wardens access to the DVLA database. Can you see that happening with the current pressure on local authority finances ? Once again rushed legislation hitting hardest to those most in need.

I'm bewildered by this.
My mum, and some friends at Church, have Blue Badges, and if I take them anywhere I can display their badge on my vehicle - which isn't tax-exempt, or registered in any of their names!
While I know that some categories of disabled people can have tax-exempt vehicles, I wasn't aware that parking concessions only applied to them. Or is it just some mean-minded councils/parking firms who will only grant parking concessions to some classes of disabled people, and not others?
In that case, I'd suggest parking on the nearest double yellow lines outside the car park - which a blue-badge holder can legally do as long as they're not obstructing the highway!

Ye i agree with you flicka , there again if the local councils are able to access the DVLA data base theyll spot untaxed and uninsured vehicles , that might make them even more money .

The problem here tony is , if you are tax exempt your usually getting the full DLA and are really limited in your ability to walk any distance etc , so your granted this over and above the blue badge , in some car parks this ensures that the really needy person can park nearest to the facilities / entrances etc , which in my mind is how it should be , some councils allow free parking for tax exempt others dont , believe me they are few and far between . Im sure if you were one of these people who cant get around without sticks etc and need a car or need to be near hospitals, shops , whatever , you would be in full agreement with it .

Ive now received a letter concerning my parking ticket , they say no further action will be taken , [ which i expected ] they also say at the moment they have no way of knowing what the taxation status of a vehicle is [ tax exempt etc ] apparently they can only access DVLA the same way anyone else can , and they have asked me to display my tax disc even if out of date so that it can be read by their operatives , so that they can compile a list of exempt vehicles , obviously until they come up with something better . So anyone out there who is tax exempt , please carry on displaying your tax disc even if not current , that way youll not get a ticket in tax exempt car parks . ;-)

Well, "every day's a school day!"
I'd always assumed that the blue badge itself was only issued to people who couldn't walk any distance, so they could use the nearest spaces or if necessary park on yellow lines. The idea that some of those people CAN cope with parking a bit further away seems odd - my mum certainly couldn't, and her car isn't tax-exempt.

Poole borough website now says
If you have a disability tax exempt vehicle you can still park free of charge in Poole’s public car parks. However, due to the abolition of tax discs, any person with a disabled tax exemption vehicle should continue to display their Nil tax disc (even if it is out of date so we can still check validity). Alternatively, to register your vehicle with the Council in order to continue to receive the free parking concession please send evidence of your vehicles disabled tax exemption via email to parkingadministration@poole.gov.uk or by post to Parking Administration Section, PO Box 5038, Poole, BH15 2WG. Evidence could either be a copy of your current tax disc, a copy of the letter from Motability Operations Ltd or a copy of DVLA documents showing the Tax class as Disabled. For further advice on the scheme please contact the Parking Administration Section on 01202 634240. Please note that this is a temporary arrangement and we will update customers with any new arrangement via Borough of Poole website and other media channels at the appropriate time.

Blue Badge Holders will be subject to the normal parking charges within all surface Off Street Car Parks.

Free parking is available for Blue Badge Holders in all on street “Pay and Display” areas but subject to any time restrictions stipulated on the machine’s information plate or other signs within the parking area and your badge and clock must be displayed.

Tax exempt drivers due to disability are allowed to park free in all surface and on-street Pay & Display car parks but must obey time restrictions stipulated on the machine's information plate or other signs within the car park;

Designated spaces have been marked for Blue Badge Holders in all car parks. Your badge and clock must be displayed if using a designated disabled bay.

Multi-storey car parks are not suitable for motor caravans due to a height restriction.

Multi-storey car parks are not free to either disabled blue badge or tax exempt vehicles.

Hi flicka , yes they never recognised it untill my case happened , that wording is an update since my case came up , i reckon all councils should publicise the same rules and if possible inform all people in the same predicament , if thats at all possible . But at the same time get something sorted electronically via DVLA asap .

It might be worth dropping an e-mail to the Local Government Association - info@local.gov.uk - alerting them to the problem and asking them to work with the DVLA and inform their members in the meantime.

The council has no right to ask you to display an excise licence as it is no longer a requirement to do so. It's yet another example of the crazy authorities that run the parking in this country.
My advice would be
1. Never go to Poole ever again.
2. Visit any town or city that welcomes motorhomes and welcomes the spending power that motorhome users bring.

To be fair (as Woody has posted) local authorities have been caught out by this change through nobody's fault and the request to continue to display the disc is only along the lines of trying to avoid problems.

Did anyone affected contact the LGA as I suggested? If so what was the outcome?

My wife is disabled and our 'towed' car, is tax exempt, the present tax expires at the end of August 2015, and i must admit, i was just going to 'bin it', but since reading this thread, i intend to leave it in place, at least until we are advised otherwise. Ray

glad you got a good outcome to your case. one thing people need to remember with the blue badge sceme is 'not every disability is visible' i am a total neck breather ie; i breath through a stoma in my neck. my lungs are no longer connected to my nose and mouth. from a distant i would look no different to anyone else. i had one ocasion when someone started to berate me for parking in a disabled bay and abusing the system......to say she went away holding her head in shame would be an understatment ....much to the amusment of passers by who heard her,,,, :whistle: aparently for someone with no voicebox i have a lot to say for myself :p

Hi All,
I have a blue badge and never give this a thought, here is another scenario, we are changing vans at the end of this month, if I keep a tax disk from the old van (as there will be non for the new van) how would the councils react to the different registration number? would they consider it a fraud.
