Web Cam Query

Have bought the wife a Netbook for xmas.
It has a built-in webcam which would be handy for her to chat to her relations in Australia.
Would someone be so kind as to tell me how we go about this please.
Do we need an email address?
Do we need something like Hotmail?
Windows Messenger?
The operating system on the netbook is Windows 7 Starter.
Would be gratefull for any help.

Just get your relatives and friends to download Skype to their computers and you can talk face to face once you have set your user name and free account details and passed them to your contacts to accept you as a Skype contact.
