whale kitchen mixer tap is hard to turn on/off

My Whale elegance kitchen mixer tap is very hard to turn on/off. Is there anyway of lubricating or adjusting. Thanks

........remove knobs by prising upwards......you need to remove the knobs and the spindles.
Spay in silicone spray......refit knobs.
