I have recently bought a Zafira 2.0 Diesel. I note the max tow weight for a 1.8 petrol is approx 1300kg and the diesel is just 1050kg. Does anyone know the reason why bthis should be the case?

Do you think the problem would be overheating as opposed to safety - car/van weight ratio?There are even Zafiras with a 1500kg maximum permissible towload (the 2 litre turbo petrol and the New Zafira 150hp diesel, for example). The problem with the old 2.0 diesel was engine cooling. The 2.2 litre diesel in the same model (never available in the UK, though) also had a 1500kg towload.
Yes, the problem would be overheating. Like many other MPV's with a 'cab-forward' design, the engine compartment is relatively small and cramped. In combination with some engines, this can create 'hotspots' on some components which result in overheating.There are even Zafiras with a 1500kg maximum permissible towload (the 2 litre turbo petrol and the New Zafira 150hp diesel, for example).
