Exactly. If there's nothing new, there's nothing new to jump to and thus no need to show it. The only other time it will show is if there are no replies yet.

Jump to new only appears when there is something new to jump to (or there are no replies yet). If you've read all the posts in thread, and there's nothing new, it won't appear. It's working as intended.

It was an Admin setting to, as assumed, cut down on those who have large signatures. I have disabled it though.
