Can anyone tell me what this does?

I have a 1996 Fleetwood colchester 2 berth. This part is on the brake cable and just moves up and down. Can't find any info or part reference.

It pre-loads the handbrake linkage to provide braking even after the reverse mechanism has "collapsed" the brake shoes.

I have just found in the manual it seems it is called a deviation lever.. just seems to be doing nothing and loose?

That name doesn't make any sense to me.
