Contrary to Steve suggestion I have never seen the the impeller of a submersible pump wear out. and I have seen a lot of impellers from most of the common manufacturers. However he is right about submersible pumps not liking running dry.
Depending on the age of a pump, if it is quite old and it has run dry for as little as 2 to 3 minutes, irreparable damage may have been done to the main shaft seal.
This will allow water to enter the motor housing and when sufficient has got in the motor will deteriorate very rapidly and probably stop.
If the pump is still running satisfactorily, then other possibilities exist.
If there is a filter, does it need replacing?
has the hose split so its leaking water.
As for testing the flow rate of their pumps, manufactures rate the pumps with zero back pressure or zero delivery height. A 7lt/m pump will never deliver 7lt/m through all the restrictions of the filter, and pipes and taps and the head height. the hose has to be removed from the pump to actually measure the flow rate.
