You appear to be describing a Carver Cascade 2GE.
Your description does not make sense, you say 'it works on gas fine, but the ignition not firing'. These two statements do not make mutual sense.
As you go on to say there are no lights on the control panel, I assume you really meant that the gas system does not heat the water.
The mains electric side and the gas side are controlled entirely separately, so it is possible to have hot water from the mains element without the gas being operable.
The biggest clue is the absence of lights on the 12V control. If you have no lights that usually indicates no power.
This could be due to a blown fuse, a switch not set in the right way, a connector worked loose. On a more serious side it could be a faulty wall control or burner module in the heater.
A process of elimination would be needed to identify the cause, and the resolution will depend on the actual fault.
You need to establish if power is actually reaching the 12V dc input terminals of the heater.
