Is it possible to get a cah 'passport' (pre-loaded card) with euros that doesn't charge to withdraw cah at ATMs in france or pay direct using it?

I have one from Sainsburys that is a Travelex one. I didn't pay for ATM withdrawals last year, but have not checked this years terms and conditions. The only bad thing is they don't work on the French Autoroute or any other unattended machine as they are not Chip & Pin. All the retail outlets and garages with attendents were no problem as they just swiped it through the machine and you signed the slip like in the good old days before chip & pin. I noticed the other day that the chip & pin version is "imminent", but I will believe that when I see it as they have, been saying that for the last six months.

Google Caxton FX. I have been using one for a few years and found it great. The exchange rate is set the moment you load the card.
