Seen at a travelling fair.

Who do you complain to regarding h&s issues? It's not wise to take it up with the rides owners (they have scary dogs).

Call the Local Authority the fairground is in, I believe Fairgrounds and Circus's will still have to give permission for sites used.

Or you could walk up to the person on the paybox,(i presume it was the walzer)and tell him about the fault you,ve seen.He or She might not know about it,and be very greatfull and give you a free ride.Or failing that just stay off the machines.
