Decorating

I have just done a complete front end rebuid on my caravan,and at the front inside is 3mm ply,I have papered this and i must admit it looked good,(I used Solvite Extra stong all purpose wallpaper adhesive)when the paper dried i just peeled the paper away from the boarding as if i hadnt used any adhesive,Now thats my problem what did i do wrong,will it help if i paint the boarding first,and do you paste the wall or the paper first, or both,Many thanks,
 
Eddie, the problem is that you did not seal the plywood first, and the glue was just absorbed by the wood.

Use a diluted mix of PVA and water, 50 / 50 and give the plywood two good coats, leave to dry between coats, then let dry fully before re papering.

Paste the paper not the wall!
