Detachable towbars, Italy

I have just learnt that it is an offence in Italy not to remove a detachable towbar when driving solo. Failure to remove carries a _35 fine.

In all other countries it is only necessary to remove the towball if it partially obscures the number plate.
 
Just a daft thought. Why would anyone not want to remove a detachable towball when you are not using it? Seems to be the whole point of having one???

However, conversely why the Italians would think a detachable one in situ is any more dangerous than a fixed one is beyond me. Typical Italian stupidity, or a wheeze to screw holiday makers perhaps.
