front middle window on Ace jubilee

My middle front window will not close fully. The catch seems to high and will only lock in the middle position. Are the windows pre drilled for the window catch. Has anybody else got the same problem, if so any solutions.

are the catch recievers (the bits that are screwed to the frame) the right way around? if you look they will be marked a and b, swapping it around 180 degrees will either tighten it or loosen it as required.

i have a jubilee and have adjusted all 3 front windows to close tighter on the bottoms.
