Grab Handles

It's not actually road dirt that discolours the grab handles but penny pinching caravan manufacturers using unstable polymers to mould them from in the first place. The "Muck" is actually a layer of UV degraded plastic and the best way to shift it is to remove the handle and use fine wet n dry sandpaper, followed by T-cut to remove the layer.
 
I have recently used, upvc solvent cleaner, to spruce up our windows now 12 years old, brought them up like new, worth a try?
 
I have a 2005 caravan which is spotless, except for all four grab handles. These are made of a white plastic and have the appearance of being covered in mildew. Is this the sort of thing you're refering to in your question? I would love to know how to get them clean without damageing them or the surrounding bodywork.

Yes Steve, I have no problem keeping my 2000 Caravan clean and polished, just need to sort out the handles
