Practical Caravan forum deals primarily with touring caravans and related topics so this is problably not the correct website for you to ask about statics.
You might get a better response if you ask on GoStatic.co.uk
 
I haven't seen the report, but I think the idea of 'recalling' all statics is a not quite right. they are static ( the hints in the name you know)
