M180 Roadworks

Was on the M180 last weekend travelling westbound.Got heldup in a horrendous tailback caused by resurfing operations.Only the nearside lane was operational.Three lanes into one !
Why did they not use the hard shoulder like they do elsewhere,this wpuld have lessened the tailback,caused less pollution and frustration.
Seems to me these contractors can't think or care about anyone except themselves.

I travelled / stood still through this with the van on. Roadworks signed from 2 miles, lane closures signed from 800 yards and still by the time you get to the cones and the single lane cars and vans are trying to overtake in a lane that is closed!! The queues are caused by people not getting in lane early enough and just trying to beat that one last car. people need to realise that if they start merging over at the 800yrd mark there probably wouldn't be a queue.
