Why? We like thousands of others have always changed our own bottle. I don't see any reason why you need to call out a registered gas safe fitter to change a bottle? As per the article, it seems that the issue may have been with the pipework and not the bottle.
 
Humour aside, the video graphically shows how potentially dangerous LPG gas can be IF IT IS MISHANDLED.

Installed and used correctly it is a wonderful practical fuel.
