The reason motorways are rutted is due to them being designed to carry lighter loads.
The roads are simply being overloaded, and were designed for much lighter vehicles.

Most main roads have been rebuilt to cope with the increased load of 44 tonnes - and in any case, their axle loading didn't increase as they gained an extra axle.

As Roger has pointed out the heavier lorries now have an extra axle so the axle loads in many case have actually gone down. However interpreting Xtarialmans post slightly differently, we have seen road usage increase, so the total tonnage now carried annually on any stretch of road has gone up , which means greater wear on the surface and on the substructures.

Ground preparation is everything, the problem with sand is it will move if it is not confined, it's a well known problem when digging holes in the ground. In some cases, if a machine or indeed humans break into a natural pocket of sand which has hitherto been supporting the ground above, the pressure will turn sand to something akin to water and is an extremely dangerous killer of the unwary and aptly named running sand

Real problem arises then when the contractor is not up to his game or skimps, but, there.are several tried and tested methods to use making sure the sand stays still and in the simple case of pavers don't/can't sink.
