Just had a lovely New Year in the van in South Wales. It was very wet much of the time. As we drove along the M4 in gloom, rain, huge amounts of spray, and limited visibility; the matrix warning signs said "Poor Driving Conditions". So glad that the highways agency pointed this out, would never have noticed ourselves.
Is it me?

I totally agree with you, BUT it seems that the majority of British drivers do need telling and then continue to drive as if it was a lovely summer's day (inappropriate speed, tailgating, and a pet hate, think that it's ok to drive in slightly reduced visibility at or above motorway speed limits with blessed rear fog lights dazzling everybody else!).
Off my soap box now - Happy New Year!
