It's just not going to work with this generation of forum software.
Why? Well you can't edit your posts - so there's no way you could easily maintain your own posted list - let alone collate the lists from tens or hundreds of others.
Ideally you'd need a list of service providers (or dealers or any other list) that could be added to in a controlled manner (no duplicate entries for instance), and software that would let people vote for each service provider - and provide a rating summary.
Software does exist for this purpose - like the IMDB movie database where people can personally rate films in the database - and display an "out of 10" summary - but those features are not an integral part of this forum software.
About two years ago we upgraded our Eriba Forum software to allow voting, and that was a major upgrade and had all sorts of cost issues (and the Eriba Forum is a free forum as well)
