The first thing to check would be that the overrun damper on the hitch it running in and out smoothly, you should be able to do this by pushing against it. If its running smoothly, it should release slowly and constantly, not snagging at any point.

If this is clear and running smoothly, it's likely that you need to remove the hubs and check a couple of components in the drums. Check that the brake clutch is running smooth and moves when the handbrake is engaged and disengaged. However, I think the likely issue here is possibly the operation of the transmission lever, at the top of the drum, this is designed to allow the shoes to disengage from the drum even with the over run engaged. It's possible that this is not the case, and the brakes either do not disengage at all or are not locating correctly with the transmission lever, becoming wedged when you try to reverse.

Hope this can be of some help. There are labeled diagrams available on google which may also be of some help.

Lee.....have you thought this through?
It does not sound to me that you are familiar with working on and adjusting caravan auto reverse overrun brakes.
I would advise getting your brakes looked at by an experienced technician as from your description; they are not working properly.
