Timbo, it appears the cat is actually nearer to your neighbours bedroom window than yours. Ask them how they manage to sleep through the noise then do the same yourself.
By law, anyone running over a dog (even if it's not killed) should stop and report the accident to the police. You must do this within 24 hours.
If you find a dead dog, contact your council's dog warden service. Most councils aim to collect the dog within 24 hours and will try to contact the owner.
Ermmm i disagree i hit and ran over a dog that came out of a hedgerow 2 years ago,it was injured and went to the Police station to report it. They turned me away saying only need to report if claiming for damage.
I don't get it, if this problem has been going on for the last few years, surely by now you have gotten all the answers,and advice from the parties you state you have been in touch with?

Whilst I am sympathetic.I am also very surprised that after all these years,you have not already tried a sonic weapon [noise]or maybe ear plugs or even going bed two hours earlier so you can use the cat as an early morning alarm.

Legally you have to report a collision with the following animals to the Police unless you have given your details (vehicle registration number, owner's FULL name and address, and driver's FULL name and address):-
Horse, Mule, Sheep, Pig, Cattle, Donkey, Goat, and Dog.
