What exactly do you mean by rally facilities? The C&CC organises rallies in the UK (notably the Tulip Rally, around Spalding over the early May Bank Holiday, The National Feast of Lanterns and the Goose Fair Meet in Nottingham) and across Europe. These will usually be held on campsites or large spaces (showgrounds, racecourses, etc) run by other bodies. Many of the District Associations organise meets or Temporary Holiday Sites, again using existing sites. I'm not sure if this is what what you wanted to know?
