Some light fittings have dual light intensity, eg one bulb or both, so the switch will cope with that - and probably used as a common fitting even though only one bulb is present.

It may seem a strange question, but have you changed your lights from filament bulbs to LED's If you have then it could be the LED's are just too sensitive (which is a good thing for efficiency) They may illuminate fully on the reduced power setting of the switch so they don't appear to dim.

I swapped same lights out with these get 18cm version. Literary night and day difference. LED bulbs were little better than originals but nothing on this new light.

Switching reading light bulbs to LED was cheap and made big difference. On my van porch light used same bulbs.

Just found this amazing item on AliExpress. Check it out!
