seasonal pitch electric charges

Does anyone know if a park is allowed to charge rent on an electric bollard. I have been at this seasonal park for 30 months, initially the electric was included in the pitch fee of £1400 per year. Two years ago that went up to £1500 per annum and meters were installed on all pitches. I think it is fair to be charged for what you actually use. After all some people live there 48 weeks a year. I pay approx £4.50 a quarter for electric in winter and £20 a quarter in summer. What I think is a lot is the £9.20 plus vat quarterly infrastructure charge which is rent on the bollard. I have to pay this for as long as I am there, regardless of how long it takes the site to pay off the costs of installing it. So I pay over £40 a year for the bollard. Would appreciate anyone sharing their knowledge of this is allowed.
 
wends64, we have a meter and pay as we go. We can pay weekly or monthly even yearly as the site is 52 weeks a year now. We have a standing charge of £30 a year for the "Admin" of the bill and service to the bollard. The bollard has a meter in it for us to read and keep a check on what is used. Each time we come away we always read the meter just in case there is a fault or the staff use the bollard for their own use.

Simple answer is yes they can and its not regulated, so they can charge what ever they like. However they cannot over charge for the electricity you use, that is regulated as detailed in the document Woodlands camper has pointed to.

Have you considered solar panels and do away with the hook up whilst in storage?

Does this site take tourers? Or is it totally seasonal?

Is yours a tourer or static.?

On the bright side it could be argued they are transparent with their charge.
Snag is on any seasonal the owner can charge what ever they want to for the infrastructure that is not regulated at Law.
