We were in the Valencia province in June and expats were telling us the Spanish Police are issuing spot fines to motorists driving in backless shoes (flip flops and the like) also to those carrying loose articles, such as shopping, on rear seats. On refelection, both are reasonable regulations but likely not to be considered by those popping down the supermarket for a bag of groceries.
 
Interesting. I have passed this information on to an ex-pat in Spain forum and will let you know of any comments from there.
