Agree entirely with you Sprocket surely someone heard the power tools alledgelly being used or are they as bad as the thieves by turning a blind eye?

In our local paper last weekend it was reported the local police were on the look out for metal theives in our area.....
They were going ahead of the refuse lorries and nicking the empty baked bean tins and beer cans etc etc from the recyling boxes.
No this is not a joke they were even wearing hi vis vest so residents thought they were officical collectors sorting the cans out.

They have been taking the stone flags from round Leeds for years, I remember a few years ago when best part of a street was lifted in broad daylight, & when asked what they were doing, they just said that they were putting new pavments down , same thing hi vis vest etc:

Only last year they lifted all of the drain cover on our estate, van pulls up, passenger jumps out onto grate to see if it is loose, if it is it's gone......

Its perhapse more prvalent now than before, but way back in the 1970's A factory where I worked was built along side an old railway branch line. Disused for many years since the wonderful Dr Beeching closed it, but itv still had the tracks. One day a fleet of contractors lorries arrived with tractors and hoists. They were there for about two weeks as they proceded to cut and lift about a mile of track.
They cleared up and went away. A very neat job with all the safety signes.
A few months later a bemazed Bitish Rail offical came to our reception and asked if we know what had happened to their track!

Having been a supplier to BR for many decades, I wouldn't at all be surprised if one part of the organisation didn't know another part had removed the track.

Yes, the thieving wasters should be horse-whipped, but don't forget that stolen property is no good of itself: they have to able to dispose of it. There must be an awful lot of dishonest metal dealers somewhere.
