Something that has a kerbweight about 120% of your Challenger's MTPLM - and that suits ALL your other needs when not towing.
Sorry, but vague out of necessity.

How old is your van, as I suspect the newer it is the heavier it is, which will impact on your choice of towcar.

A quick google is showing new models of this van coming in at around 1600kg. Personally I wouldn't want to tow this with anything smaller than a Ford Galaxy or similar, or perhaps a mid sized 4x4 like a Freelander 2 or Kia Sorento. You really need a car that weighs upwards of 1800kg, though others may well have a different view. There are plenty of threads on this site about towing "rules" and "recommendations", eg the law says not to tow a van that exceeds the weight of the car although the major caravanning clubs recommend that 85% is a safe place to start.

Really need more info on the weight of your van and also the style of car and budget before advising. What are your own thoughts on what you may like and if it's to be new or used?

Do you really mean unladen weight or laden weight - you should always use the laden weight, plated as Maximum Technically Permitted Laden Mass (MTPLM).
If you do mean unladen weight, that'll be around 1700kg laden so you'll need something substantial like a Hyundai Santa Fe or Kia Sorento, which are the same car underneath at that age.

After selling my old style 04 Sorento I looked at the current model and although its engine was good its ride and looks didn't impress me So we went back to an estate and the XC70 is a really good car to tow with and a nice drive solo. Prices are reasonable too and within your budget.
