towing with zafira 1.6

does anybody tow with a 1.6 zafira, recently accquired car through mobility,after being told it would tow, we now find that we are limited in the extreme.we have a 4 berth bailey pageant whiuch we have been told that we cannot use our car to pull it can anyone help

According to my data, the unladen weight of a 4 berth Pageant can be anything between 1085 and 1193kg depending on year of manufacture and model. If it's the new and not the old model Zafira 1.6 which you have, the maximum permissible towload is 1000kg, so even with an unladen caravan, you would already be over the limit.
