For all we know it could have been someone walking past that was too lazy to tread on their cigarette and extinguish it properly. Not a great believer in water buckets as they can casue more problems than they resolve. Best is to get the hell away from it as the unit should be insured and can be replaced! Your life cannot be replaced!
