I use Tesco (O2) PAYGO mobile in France and Spain - the call costs increase somewhat but per call and not on a daily basis.
If you are on a contract which imposes such a charge it might be cheaper to get the a Pay as you go SIM card from another supplier, or buy the most basic PAYGO phone - always useful to have a spare anyway.
Once there I select the provider manually - Bougytel in France and Movistar in Spain. Sometimes the automatic selection will find these anyway.
The Tesco service txts. your balance after each call, so you can top up using the phone very easily.

I would be very careful using Vodafone, last time we went to France we checked with Vodafone before we left that both phones would work in France, they didn't,and Vodafone refused to talk to a family member in UK to sort the problem as a result we travelled to Bordeaux with no mobiles working, lost contact with our friends travelling with us and Vodafone took 6 days to sort the problem. When we got back to UK we changed to 02,Vodafone threatened to sue us for the balance of the contract, eventually they dropped their threats after we issued small claims court case against them!
