Based on your description of the water flowing "under the floor" Do you mean the water is outside and underneath the caravan? On the basis that is what you mean, There are three components that might be responsible. The better news is all three can be accessed from the outside of the caravan and do not require the heater to be removed.
The first is the drain plug located on the exterior bottom left hand corner. This may not have been properly screwed back in after the last drain down.
The second is the over pressure / quick drain valve. This is located at the top left hand corner, but depending on teh age of the heater you may need to remove the outer plastic cowl to get at it,
The third is the heaters fusible plug. this is buried in the centre of the heater flue fin pack. If this has blown then it could just be material fatigue of the plug or it could mean the heater has another fault. The fusible plug is designed to melt if it gets too hot, and to allow some of the tanks content to the put out the gas flame. IF this has happened it means the burner control module is faulty, and as that is a gas part it must only be removed and refitted by a competent person.
With the exception of the fusible plug, simple replacement of teh pressure valve and drain plug is a DIY job, but great care must be when removing aged plastic parts as they can easily crack and you the have to take extra steps to remove the broken threads.
