Water tank valve

My cold water tank is overflowing because the washer in the piston needs changing,simple job but for one thing.The end cap on the body is stuck solid from being wet for years.Unless I can get the cap off I cant get thepiston out.So any ideas how to get it off,access is also not easy as the top of the tank is only about 18 inches from the ceiling.
 
I have a new piston to save messing about changing the rubber washer,but until I can find a way to undue the end cap off the body i cant get the piston out.
