Yes, absolutely, wouldn't want to remove that capability (or that of inserting images) at all. In this case, we're talking about HTML being used to create a link like this which, when clicked, will take you to another site.
This is used by many an unscrupulous advertiser, or spammer, to put something in their post – or signature until JD and the guys block it – to advertise their wares.
