My first question to be asked here is regarding the caravan. Is the stated weight of 1300kg laden or unladen? I will assume this is the Laden weight (M.T.P.L.M.). If this is the case, fully laden the Picasso would be a 100% match (Diesel model) as opposed to the recommended 85% rule. But please read on...
The second question I ask is what Picasso model and engine size are you thinking of buying? It does make a difference.
Firstly weights. The 1.6i petrol model weighs in at 1240 kg as opposed to the Diesel models weighing in at around 1300kg; that weight being the car, full tank of fuel and driver.
My advice would be to opt for a diesel model not just for this extra weight but better pulling power at low revs. Also, the fuel economy is far better. 61.4 mpg at best and approx 47mpg around town.
I tow a Bailey Ranger 470/4 (MTPLM 1172KG) with my Picasso 2.0 Ltr Hdi with no problems whatsoever and whilst towing, the fuel consumption is approx 32 mpg.
As stated, the kerbweight of the Picasso is 1300kg, That is the car, a full tank of juice and driver.
The actual weight of the car with say 2 adults, 2 kids and a full kit of caravanning gear would probably be nearer 1500kg. 85% match being 1275kg.
My advice would be to pack the pic with the heavy items and only carry lightweight items in the caravan.
I in no-way condone overloading. I am a competent caravanner who tows at a steady pace and keep within the law.
My point being, the kerbweights and the 85% rule is a guide only, not law.
