That's about the gist of it yes - when comments get deleted, the process which updates the 'latest post' stats doesn't recognise it. It's on my list for a permanent fix, but I'll fix it temporarily today...

There was briefly, but we turned it off when we were having big performance problems, to take all load we possibly could off the server. We won't be turning it back on again until we move this site to its 'proper' server, which may happen this year, but more likely early next year some time...
