7 meter plus caravans

Hi I don't know if any one can help please?
If I have an overall length of caravan of 7.82m including A frame, does a car which is heavy enough still legally allowed to tow. As gov. Website says maximum is 7m.
Am I missing something as you see lots of vehicles less than 3500kg gvw.
Thanks in advance for any responses.

Otherclive is correct, but assuming you have a UK built caravan, the manufacturer would be shooting themselves in both feet, if they built a caravan that wasn't size compliant.
