I arrived home from work today to find a Penalty Charge Notice from Wiltshire Council

It is a Civil Enforcement Notice for driving in a bus lane with photographic evidence

£70 penalty charge reduced to £35 if paid within 21 days.

I was not the driver at the time , but as the vehicle owner I am deemed liable for the offence, not the driver

So I am guilty of an offence that I did not commit, just because I own the vehicle

Sadly no, they are very clear on their website that the owner is responsible, and the actual PCN specifically states'do not ignore this notice or pass it to the driver'

Yes. Just paid £40 CEN to Savernake Hospital for not buying a parking ticket. I thought it was odd at the time there were no “visible “ pay machines 🤬

That’s bad luck in the run up to Christmas but its been like that for years. I got caught in the 2+ lane on the Bristol ring road at least 20+ years ago. I’d pay up and ask them for the money. When my grandson borrows the car we generally note down the date etc.

Ironically as following a hospital visit, and to avoid a very annoying right turn filter traffic light which lets two cars go if your lucky, I decided to go straight on and turn right about 400meters further on in the high street. It's usually busy with busses and other traffic, and I hadn't noticed the right turn was not allowed. I must have done this three or four times over a number of months. Then I received a penalty charge notice. I wonder why it hadn't recorded my previous transgressions. I have now found another turn I can use.

That is not correct. It is the driver that is responsible and you can name the driver and the fine should be sent to them.

I have previously been caught for speeding and that is covered by the Road traffic Act and dealt with by relevant Polce Force and the first letter they send has always asked for name of driver, I presumed this is because the offence carries points and or fine on conviction.
This latest transgression is classed as a civil offence and is dealt with by Wiltshire Council and they provide a list of grounds to appeal the charge but not one saying you are not the driver. Maybe I am being pedantic as it would be easy for me to pay the charge and collect the money from the driver, who is known to me, and there is no impact on my licence, just seems unreasonable to me that the council can act in this way.
I have e mailed the Council and they promise a reply within 10 days, which could take us past the date for discounted payment, as I suspect they will class the reply as 10 working days, which will take us in to the new year.

Yes. Issued by Civil Enforcement Limited, an arm of British Car parks🤮 working on behalf of the NHS. So not quite the same as a RT fine but interesting their play on words and names to scare you.

It is a company vehicle and I am the registered keeper so no problem with the driver using the vehicle

When I was working, all the directors and managers got company cars - if any employee was required to go anywhere on company business they used their own manager's car - I'd guess that's still fairly common.

That never happened with me. No one else apart from my wife drove the company car. Any others who required wheels either used their own car with mileage rate, or a hire car was provided.

Maybe the BiK taxation alters the mindset/policy - back when I got a company car it was fully expensed but taxation was minimal - nowadays the BiK tax can be quite high, depending on the choice of car.

How each company manages and authorises the use of their vehicles is down to their own policies. Consequently you cannot assume the policy that was applied to the usage of your company supplied car will be the same for every or even most companies.

It's also possible a company may have changed its policy.

Very big play on words as they have zero jurisdiction and cannot enforce anything.

Several years ago I had a company car and sent one of my designers out to visit a company in it. As he drove down the M6 a front wheel came off. No-one was hurt and no other vehicle involved. 5 days earlier the car had new brakes fitted so the wheels had been removed (main dealer).

The police got involved and held ME responsible. I didn’t own the car and I hadn’t tightened the wheel bolts, but they decided I was responsible as it was me that had sent one of my guys out.

Needless to say nothing came of it but my respect for the police declined a little bit after that.

It would have been thrown laughed out of court as it is the driver's responsibility to make sure that the car is safer to drive!

I park my car in a disabled spot in a car park near some shops and there was a pay machine so looked and it a good job I did i had to put my reg in and pay a charge for 1-2 hours it was £2 for a ticket it sat with my blue badge .
