Are you saying the bed wont lift i.e so you can't get at the mechanism or it won't lock it position?. most locking struts have a little 'pawls' which pop out to lock in position when extending and then when weight is placed on them stay 'out, but when extended to their full length the pawls move back in to allow the strut to fully retract. If you have window struts that do that , then unlock a window and go outside and slowly raise it .You will see small holes ( usually three) on the static part of the strut, as you raise the window and the strut extends when the pawl reaches a hole it pops out so the weight on the is taken onto the strut if the window is allowed to rest on it . It does this three times ( three clicks) until the strut is fully extended , when the window is allowed to close the pawl , which has a taper on one side passes the holes without extending. The bed strut is similar , look for the holes and watch if the pawl moves out , if not then a squirt of white grease with PTFE ( spay) or silicone spray should free it up ( you may have to extend and retract a few times to release it). Another type uses an over centre spring mechanism and the pivot points can seize up , again a squirt of white grease should free it up.
If it wont raise up then the gas strut ( if fitted) may be U/S and I have sometimes had to crawl in through the locker to release the mechanism on some caravans (not Bailey).
